Why this is confusing
There is no national rule for contractor Business & Law exams. Common patterns:
- Separate exam module — many states (FL, GA, AL, CA, OH, NC, SC, TN, VA, AZ, NV, etc.) require a distinct Business & Law test
- Embedded in one exam — Massachusetts CSL embeds business/law in a single Prometric exam
- Local/municipal licensing — NY, NJ, PA, IL often handle licensing locally; B&L rules vary by city/county
- Reciprocity — some states waive B&L for applicants with an active license from a recognized state, others don't
